How to evaluate a complex programme of interventions for evidence-based public policy making?

LAMA was commissioned by the social enterprise “Con i Bambini” to carry out a Meta-analysis of Education Programs to fight learning poverty in Italy (2016-2018).

The subject of the investigation is the approximately EUR 214 million of funding realised through three national calls for tenders, of which LAMA analysed the Theory of Change and mapped the projects funded (analysing the relevant partnerships, objectives and innovative practices implemented).

LAMA also carried out a participatory evaluation of the project results, through questionnaires to the project leaders, partner schools and internal evaluators. The final outcome of the Meta-analysis is the production of a set of policy recommendations addressed to policy-makers and stakeholders of child education poverty in Italy, who were also involved in the process through interviews and dedicated workshops.
